- This Invitation for Bids (IFB) follows the General Procurement Notice (GPN) for this Project that appeared in UN Development Business of 18 February, 2010.
- The Republic of Armenia has received a credit from the International Development Association (IDA) toward the cost of Second Education Quality and Relevance Project (APL 2), and it intends to apply part of the proceeds of this credit to payments under the contract ICB 4/2011 Procurement of Platform for Educational Electronic Content.
- The Center for Education Projects (CEP) serves as the implementing agency for the project and now invites sealed bids from eligible Bidders for procurement of Platform for Educational Electronic Content and supply of necessary hardware.
- Bidding will be conducted using the International Competitive Bidding (ICB) procedures specified in the World Bank’s "Guidelines: Procurement under IBRD Loans and IDA Credits" current edition (May 2004, revised October 2006, revised May 2010) and is open to all Bidders from eligible source countries as defined in the Guidelines that meet the following minimum qualification criteria:
- Minimum of three years in operation prior to the bid submission date, and the main experience must be in Web development.
- The total amount of the largest 2 contracts of the Bidder in Web development field successfully completed during the last 4 years should be not less than USD 150 000.
- The key staff proposed for enrolment in this assignment must have been involved in development of web and/or database and web server installation and support. The key staff should include educational content specialist(s).
- The Bidder must demonstrate soundness of its financial position and ownership of financial resources necessary to handle the requirements of the proposed Contract. Specifically, it should prove through submission of audited financial reports/statements for the last two fiscal years (2009, 2010) and accompanied by independent audit opinions that: (i) Its average annual revenue for the last two years should be equivalent to at least USD 100 000, (ii) its average Total Assets-to-Total Liabilities (net of equity) ratio for the last two years should be greater than 1, (iii) its average liquidity ratio (current assets divided by current liabilities) for the last two years should be at least one point five (1.5).
- In case a Bidder is applying as a Joint Venture, the above mentioned requirements would apply to partners of the Joint Venture cumulatively and in addition, all members of the Joint Venture should have experience in required technical area and each member of the Joint Venture should fulfill at least 25 % of the required turnover.
- The qualifications of possible Subcontractors can count for the provision of web development and /or hardware supply and installation. In this case subcontractor must be in appropriate business for the last 3 years, and during that period have completed at least one (1) successful similar contract for total amount of its portion in the Bid.
- Interested eligible Bidders may obtain further information from Center for Education Projects and inspect the bidding documents at the address given below from 11:00 to 13:00 and from 14:00 to 17:00 Monday-Friday except for national holidays.
- A complete set of bidding documents in English may be purchased by interested bidders on submission of a written application to the address below and upon payment of a nonrefundable fee equivalent to 40000 Armenian Drams (AMD). The method of payment will be bank transfer for all bidders. The transfer shall be made to the following account:

- Bids must be delivered to the address below at or before 16:00 (local time) July 6, 2011. All bids must be accompanied by a bid security of not less than USD 12500 or an equivalent amount in a freely convertible currency in the form of bank guarantee. Late bids will be rejected. Bids will be opened in the presence of the Bidders’ representatives who choose to attend at the address below
